Authorize people with role 'user' to change a ticket

I have  create a project from a template, and the people with the role 'users' cannot change a ticket neither move it in the board.

Can you please help.

Not sure if you mean "any logged in user" or a project specific Role called "users". You could update the project permission scheme. Update the Issue Permissions section for the action you need.
