if our users create ticket in native language(japenese) but, I need the ticket description to be translated in English..
does Jira has any plugin or tool who can do the description translations?

It's been quite a long time since you asked, but this might be useful for you still in the future or for other users.
My company (resolution) has developed a tool for Jira Service Management cloud that translates automatically ticket summaries and descriptions between any pairs of languages. It's the only app for JSM that translates content, and not the product UI.
In your example, the customer ticket would be automatically translated into English for the agents.
In addition to that, all communication between agents and customers is also translated. The customer will read the agent messages in Japanese while the agent reads and writes only English.
