Auto link a Jira ticket on a Github pull request

We use Github and JIRA DVCS by utilizing smart commits.  It's working fine and being able to look at a JIRA ticket and see the code associated is really nice.

What I want to know is if we can do this in the opposite direction.  For example, it's really common to be reviewing a pull request on github that is tagged #JIRA-TICKET-ID #time 2h and then the git commit messages.  I was hoping there was a way that we could easily add a comment on that PR that autolinked to #JIRA-TICKET-ID.  Instead, I open another tab and start piecing together the URL based on the ID.

Before I start writing a bot to do this for us, does this exist?  I think the JIRA -> Github workflow is great but would also like a Github -> JIRA workflow too.

Having a JIRA ticket generated for every pull request would be fantastic, auto-populated with what he's describing above.
