I was wondering if the automation feature can make subtasks when an issue is created? background about how we use it, the issue is the contract, and each contract is for XX no of loads (usually 40-60). when we make the contract we want to automate the creating of the sub tasks depending on how many loads it is for. The number of loads it is for is a custom field in our contract. after the subtasks are made we would come in and fill in custom fields that are for the loads (i.e. trucker, freight rate per load, delivery destination, date of pick up).

On the automation feature, it's not possible to create sub-tasks when a ticket is created, but this option is available on the add-on Automation for Jira.
You can use the free version to test: Automation Lite for Jira Cloud

I was looking at automation lite for jira but I was wondering what rule/item I would use. so I use the ISSUE CREATED item and then I want to tell it to create Sub Tasks but how do I have it make subtasks based on the field "Number of Loads" on the issue? That field can range from 1 to 100 so its important that its tied to whatever that field is.

It's possible to create a subtask based on a custom field.
You can use the condition If/Else and add the JQL, for example, "Number of Loads" > 1 and then Create a new issue.

but how would I do it if I want it to make the subtasks equal to the number in this field. For example if I have 40 in that field i want 40 sub tasks.

I've tested here and the automation won't create 40 sub-tasks.
The best option, in this case, is to use another add-on to create sub-tasks.
Here are some add-ons that may help you:
- ScriptRunner for Jira
- Sub Task Manager for Jira Cloud
- Automatic Subtasks Add-on
