We are trying to set up an automation rule in Jira to send attachments directly via email. Currently, when an issue has attachments, only a link to the file is sent in the email, but the file itself is not attached.
Our goal is to have the actual file (PDF, image, etc.) included as an attachment in the email, rather than just a link to the file. We would like the email to behave in the same way as if we were manually attaching the file, rather than sending a link.
Has anyone successfully set up such a rule, or can anyone provide guidance on how to send attachments directly with the email instead of just a URL?

Unfortunately you can't send the attachment itself with the Send email action. I bet there are marketplace apps for that

Currently, emails sent by automation do not support adding attachments, this is a planned feature for the future, at least according to this community article.
In the meantime, you can achieve this with third-party apps, including the Email This Issue application (I work for the vendor support team).
With the app you can send emails manually where you can select which specific attachments to add, as notifications to specific Jira events or in post functions - in the latter you have several options for adding attachments - add all, add the most recent ones from the work item.
