Hi I ran across this bizzare issue while setting up some project using automation.
This issue is I have 3 issue types.
1. issue type A
2. issue type B
3. Issue type C
I have setup some automation when Issue is created with issue type 'B' or Issue type C is created multiple subtasks are created under both . (Works like expected)
I have created another automation where when an Issue Type A issue is created it it opens 2 issues with Issue type B and Issue C but this does not create sub tasks under it.
Any advise please? I have attached my automation rules

If I understand you correctly, Issue Type A and Issue Type B automatiions are working as intended if run independently. Correct?
But when Issue Type C automation is run, it is not triggering Issue Type A nor Issue Type B automations. Is that correct?
If so, have clicked the box on the Rule Details page for both A and B automations to allow other rules to call this one?
