Autowatch is disabled, but issues created by a mail handler is adding the mail handler as watcher

Every issue that is created by a mail handler is adding the mail handler account as a watcher for every new issue.  I double checked and autowatch is disabled globally and I verified that autowatch is disabled in each of the mail handler account profiles.  

Is there another area I am missing or has anyone encountered the same issue and have a fix?

Hi Luke,

There is an option to add a user that is CC'ed as a watcher in mail handler config.  If this is the case, we should look into why the mail handler account is getting added to the CC list.  I don't know why it would be there.  I also need more information about the mail handler config to really proceed with troubleshooting.  Is the mail account that is being processed a distribution list?  Because I'm interested in knowing why we need to have this email address associated with a JIRA user.  If there was no JIRA user for this mail account, we wouldn't have to worry about it being added as a watcher to any issues.
