in this post I'm referring to average time in status filter.
1. basically the need is outlined in the subject. I see extremely high average number of days of the tickets in "Investigation ongoing" status. Apparently either the developers are struggling to properly get to the root cause of the issue, or the reporters are not supplying enough information in the ticket which would enable the developer to investigate. Or perhaps, there are 1 or 2 outliers. In any case, I would like to get more detailed reporting about each status grouped by the assignee team or status reporting grouped by the reporter. This should allow me to see who is "the worst" offenders.
2. In the report above, as already mentioned, "investigation ongoing" is really high. When I click on "high" point on the graph I get redirected to the filter that displays a list of tickets, presumably connected to "high" point of the graph. In other words, after the click I expect to arrive to the place where the tickets that had "investigation ongoing" status for a long time (hundreds if not thousands of hours). However, after clicking I see regular tickets with very short resolution time. I'm not sure what's the point to allow a user to click on the graph if the action does not provide a relevant information.

If you want to get an assignee time report, I recommend you try Time in Status for Jira Cloud.
It generates 7 types of status time reports including the one. It shows how long each assignee has been working on each issue. So you can easily get more detailed reporting about each status grouped by the assignee team or status reporting grouped by the reporter.

Our team at OBSS built Timepiece - Time in Status for Jira for this exact need and more. It is available for Jira Server, Cloud, and Data Center.
Time in Status allows you to see how much time each issue spent on each status and each assignee.
You can combine statuses into Consolidated Columns to see the total of multiple statuses as a single value.
For all numeric report types, you can calculate averages and sums of those durations grouped by the issue fields you select. For example total in progress time per customer (organization) or average resolution per assignee, week, month, issuetype, label etc.
Status Duration report also offers a filter option that allows you to see issues above/below a given threshold. The same filter can be applies to averages. For example, if you get averages grouped by assignees, you can filter the assignee rows that have an average over your treshold.
And the app has a REST API so you can get the reports from Jira UI or via REST.
The app calculates its reports using already existing Jira issue histories so when you install the app, you don't need to add anything to your issue workflows and you can get reports on your past issues as well.
Time in Status reports can be accessed through its own reporting page, dashboard gadgets, and issue view screen tabs. All these options can provide both calculated data tables and charts.

There is a good solution for your request - Status Time app developed by our team.
It can display the average status time grouped by any field(e.g assignee, reporter)
It provides reports on how much time passed in each status. By grouping statuses you can get cycle time(E.g from in progress status to done status). You can also export the report as CSV and open it in excel.
Once you enter your working calendar into the app, it takes your working schedule into account too. That is, "In Progress" time of an issue opened on Friday at 5 PM and closed on Monday at 9 AM, will be a few hours rather than 3 days. It has various other reports like assignee time, status entry dates, average/sum reports by any field(e.g. average in progress time by project, average cycle time by issue creation month). And all these are available as gadgets on the dashboard too.

I suggest taking a look at the Analytics & Reports by Screenful add-on. It can provide the mentioned features out-of-the-box. It can show Timing information for any of your Jira boards. Here's an example chart showing timing information per label:
You can change the grouping from the drop-down menu to any property such as assignee or reporter. You can view the numbers for individual workflow states or any subset of states in your workflow.
You can also click through to see individual issues behind the numbers:
When you hover a mouse over an individual issue, a modal is opened showing how much time the issue spent on each individual step in your workflow.

For specific reporting on statuses and groupings you will have to get one of the markeplace plugins. The out of the box reports/gadgets are very limited.
