In order to fully synchronize your Jira instance to Azure Devops bidirectionally, you can utilize an an integration app such as Exalate. The app provides you fully customizable synchronization between work items in Azure Devops and Jira.

Nothing comes up if you search for "Azure DevOps Pipelines" but one of the apps that comes up for "Azure DevOps" might address your need.
