Backlog Management to Access Rights

User wants to restrict the backlog grooming activity to avoid any updates in backlog. Issues can only be added or removed by limited users

Greetings. Ideally the backlog access is defined by the filter defined in the project. The filter should not be shared with users who should be restricted to update or edit the backlog.

Please check access to the Project board plus project filter and exclude the users or groups who should not get access to backlog. This should fix your requirement.
