Batching email notifications - user managed?

Hi there,

In jira admin under System > Mail > Batching email notifications...

I see this is a global setting, but my question is - can this be configured in user preferences somehow on a user by user basis? In my instance of jira, users do not seem to see that ability in their preferences - could it be a permission issue?

This is not possible from user side. 

Only changes user can make are in attached image

Yet another ill thought out decision. This is definitely something that should be user controlled.
