Best way to notify users

Does anyone know the answer of this question?

Jira is used by internal and external users for various purposes.

The HR team wants to implement some changes made to their Jira project and would like to let their users know about these changes. What's the best way to notify them?

A. Update the announcement banner and set visibility to public

B. Use the send Email functionality to notify all groups corresponding to Jira user's global permission

C. Add the Announcement gadget to the system dashbobard

Since you mentioned

The HR team wants to implement some changes made to their Jira project and would like to let their users know about these changes

Now, the audience for the notifications should be the people impacted the changes. Are the changes related to ticket creation which used by internal/external customers. In that case you can add a Announcement Banner as all customer are getting impacted.

If the change in the project correspond to a workflow which only impacts internal customers or users whoc have "transition" rights on the ticket then you should use the "send email" feature to send mail to people mapped to project roles with the transition/view permissions for the project.

There cannot be a fixed answer to this. All three approaches are effective, as per my understanding. In an organization, a unified experience is what one should aim for.

You might be using other tools in your organization. How do you send notifications from those tools? How the accounts department sends notifications? How the Leave system sends notifications?

In my previous company, every notifications used to go via email. For any other new system that we purchased we customized it to send notifications via email. Like we did when we adopted Atlassian Confluence. Watchers were notified via email.

Actually, this should be one of the criteria before purchasing any tool. Is the tool notifications customizable?

Not sure if I understood your question correctly.

But no, we don't use any specific tools for notifications, just emails.

As you've already got the acceptable answer, let me just clarify what I intended to say.

If the users are used to getting notifications via email then the best way to send notifications is via emails only. As per me, in your case, the best way is to use send-email functionality.
