Best way to set up my JIRA boards for my org and project set up

What is the best hierarchy to use in JIRA to track projects/initiatives/work at the highest level board so....

Roll Up from below Project/Initiave progress tracking "Open", InProgress, Blocked, Done 

Roll Up from below Feature/Epic Level progress level tracking

Roll Up flow to above Ticket (Dev Teams level SCRUM) tracking so all flows up into one big picture

With multiple dev teams working across projects

Hi @kdifilippo,

For tracking initiatives at the global level I would recommend using Jira dashboards with the right gadgets on them. The Jira dashboards can be customized in the way you want, there are many dashboards gadgets available in Jira and there are many plugins on Atlassian Marketplace that offers all kind of gadgets that would allow you to build a powerful dashboard for tracking the progress of the initiatives.

You could try using Jira native gadgets such as Issue Statistics gadget, Two Dimensional Filter Statistics gadget, Pie Chart, etc but unfortunately they might not be enough for cross project stats. So most likely for building an efficient dashboard, you will need a plugin from Atlassian Marketplace that provides the right gadgets.

In case you want to try a plugin, our Great Gadgets app offers some really useful gadgets for tracking initiatives.

By using the Pivot Table & Pivot Chart gadget offered by our app, you can display the progress of you initiatives if form of tables, heatmap tables or charts, split by project or any other fields.

Very useful for you could the Work Breakdown Structure (WBS) gadget, which allows visualizing the issues in a hierarchical order (Initiative > Epics > Stories > Sub-tasks) along with their status, and the Release Burndown Burnup Chart gadget that would allow you to create a burndown chart at the initiative level.

One thing to keep in mind: Jira is great with sharing settings between the projects, but no so great with cross project reporting. You will be limited to Dashboard gadgets pretty much.

Better to have nth level of Issue type hierarchy.

Setup custom workflow for different issue type Feature, Epic, story, task.

club all issue type into a scheme. 

Now - you can align this scheme to your project. 

You have follow opens- 
MIS board with different custom filter to get high level picture of - Bottleneck, Dependency, Progress in real time. 
Different board for Dev Team- Team 1, Team 2  etc.
