Big Picture Resource Issue - Doesn't adjust capacity

Assigned tasks are not reducing the capacity hours in Big Picture resource view. I imported a standard scrum project to a new program. I have assigned tasks with estimated hours in that project. Those tasks appear under the resource in the Big Picture resource view, but the estimated hours (8) as well as actual time tracking hours worked (2) on the task doesn't seem to calculate. Resource availability is 8 hours even though a task is assigned for that day.  

I feel like I'm doing something wrong. Is there a specific field on tasks and stories that works for big picture resource management?

We have this issue too. Even if we reduce the capacity of a particular resource to 70% because he is shared among project its not reflected in thr roadmap. I can see the 70% only at team level but if I am looking at the overall heatmap it still shows 40 hours a week.
