We have a paid subscription to Jira Cloud and I am the administrator. When I go to install the trail version of BigPicture - Project Management & PPM, it comes back with the error, can't install…try later. I have been trying for weeks.
I have installed other Marketplace apps.
Any ideas?

It can be difficult to advise on generic errors like this one unless a Community user has seen it before - more-so when it might be related to a specific app!
I would suggest first contacting the vendor for BigPicture to see if they can advise - you can submit a support request from their Support page on the Marketplace
If they are unable to help - I would contact Atlassian via https://support.atlassian.com/
