Billable hours are not editable in the timesheet of a team managed project

I have a team managed project. Employees use Tempo to log their work. Some of the logged times need correction to reduce billable hours. This does not work and we do not understand why.

To edit billable hours, a user needs to have the "Set billable hours" permission for the project. 

Can you please confirm that the user who is trying to edit the billable hours in the team-managed project has this permission (see  Jira team-managed project permissions for more information).
