The Billing Admin has left the company, we do have a Organisation Admin with access, he is the Head of Engineering, however we can't see where to upgrade as per the link: https://support.atlassian.com/subscriptions-and-billing/docs/manage-your-bill-for-standard-and-premium-plans/#Change-product-plan
He looked in his instance of admin access and couldn't change the Billing Admin.

I'll assist you with your inquiry. If you have org admin access, you should be able to downgrade your subscription. However, I suspect that your user base might be over the count (10 for confluence and jira), which prevents you from downgrading.
