Could you please advise on possible solution how to block the possibility to choose customer user as assignee or mention him in comments if security level is internal (not customer one)? In the other words, how to have possibility to choose customer user as assignee or mention him in comments only if security level is customer one?
In our Jira we set Customer (external) and our Consultants (internal) roles, as well as two security levels - Customer security level (issues are visible for all users, for customer and ours) and Internal security level (issues are visible only for our users). In Global Permissions Browse users and groups is set fo all users, in Project Permissions Assignable User is set for all users.
We set also automation, when customers user is set as assignee or create issue, then to change security level to customer one, but it is not the same, for example I cannot make the same automation when mentioning customer user in comments.
Can I clarify, are you...

Based on my knowledge, you cannot 'restrict' searchable users based on the security levels.
I've tried searching for any open suggestions on the topic, but couldn't find any related to your question.
You could reach out to Atlassian Support and discuss this further with them, and they could, probably, open a new suggestion related to this requirement. If so, please share the link for the feature suggestion here.
Apart from that, maybe some Marketplace apps support this, but I haven't yet stumbled upon any yet.
