I have an add-on that can help. It's Epic Sum Up. It has progress bars with budget markers. 

You can have progress bars with different metrics and a budget. The black marker is the budget so you can directly see if your project goes over. This is from one of our releases so we use it ourselves. You can use this budget for time, story points and other custom metrics.
