Bulk Change action to particular project or role

Currently, Bulk change permission is defined as global in Jira. Is there any way where bulk change permission can be assigned to a particular role, group or Project?

@Manikanth Buddharaju I don't think so, Bulk change permissions are assigned to groups at global level only

For companies that uses Xray, and need to user Test Case Importer is not particularly funtional to assign Bulk change Global permission and without it users can't see TCI.

Does anyone have a workaround that can be used in this case?
