Bulk change permission for the project admin, wih no global permission rights

Hallo,

 

We want to give bulk change permission for the project administrators. However this project admin do not have an global permission (jira-administrator group). Is it possible ?

With other words: If on project-specific permission the project team is allowed to edit issue, than he is also able to use bulk change edit mode. But how to make it possible, that project team still can edit issue generally, but not perform bulk change edit, how to restrict it, so that only project admin can perform any bulk change operation ?
