I'm not which Timesheet plugin are you trying to buy exactly, but you should be able to buy the license at Atlassian Marketplace.

You buy most licences through your Atlassian account.

The details depend on what type of Jira you've got (your own instance, or OnDemand?) and the plugin (although I believe the Timesheet plugin is standard - buy it in the marketplace for your own Jira or buy it via your OnDemand account and it'll be installed automatically)
