Creo que hicimos unas configuraciones, y en el proceso perdimos los permisos para borrar incidencias y no sabemos cómo volver a tener los privilegios

In general, deleting issues from Jira Cloud may be a bad idea as there is no "undo" feature. As an alternative you could consider adding a custom field, such as Abandoned, and mark things as such. Updating filters to removed abandoned issues has the same effect as deletion, and without the permanence problems: abandoned issues can easily be recovered.
