CRON Expressions - Run Automation for the first week of December every year

Hi All, 
As mentioned in the subject line, I'm looking at running an automated task for the first week of December, every year.
This is the first time dealing with CRON and wanted some help with this.

What i'd like:   Run at 8am on the first week of December.

What I have so far is:  0 0 8 1#1 DEC

Would this be correct ?

I can suggest this cron for  : Every 7day(s) starting on the 1st of the month

0 0 8 1/7 DEC ? *

this isn't what I want though.
I would just like to create a ticket for the first week of December which will remind the team to check batteries in devices.
Only need 1 ticket, not an entire series of tickets.
