CSV-Import no longer works, unclear user rights message

I had successfully imported jira-stories a few month ago.
Now I try it again, and get a message that some rights are missing.
I have site-admin rights.

The error messge is incomplete: the links in it are not working,
and it tells me "the following Users are inactive and must be activated", but the message  does not show these "following users"


Exact Message is (sorry, it is in german)

"Sie sind dabei, den CSV-Import zu starten. Weitere Informationen finden Sie in unserer Ihre Konten sind in Jira inaktiv. Die Benutzer müssen aktiviert werden, damit der Import fortgesetzt werden kann.

Erteilen Sie den folgenden CSV Benutzern globale Jira-Benutzerberechtigungen, bevor Sie einen neuen Importversuch starten."

Hi!
It turned out that this is a localization bug.
As soon as your profile language is any other than EN, the given error appears:
https://jira.atlassian.com/browse/JRACLOUD-69790

Fix: just switch your personal profile language to EN-US.
