After new JIRA upgrade, enter Comments section has gone below all the comments on a ticket. Is there a way to bring that section up ? with the current configuration, I have to navigate to the bottom of the page to enter new comment

In regards to your question, the comment field is a system field, so it's not possible to change its position.
However, there is a feature request which would enable admins to customize the layout of Jira issue view, and, in particular, to move the Comment box to the top of the screen:

It seems like you want to bring the comment input field to the top in the comments section. If I understood correctly, you can achieve this by clicking on the "Oldest first/Newest first" button as shown in the screenshot below. If you're referring to a different issue, could you please provide more details?

Looks like it is working for you but even when I toggle between Newest First / Oldest First, the Add Comments box for me remains at the bottom of the page
