Out of the box you need to perform two actions: Clone and Move. You can find these actions, if you view an issue and choose the more option or three dots option.

If you want to clone and move in one action you can use our cloud app Deep Clone for Jira.
It also enables you to Bulk Clone several issues at once.

You can clone entire projects, along with issues, settings, components, and version.
It is possible to clone company-managed and team-managed projects.
If you want to clone team-managed projects or company-managed project boards, you must enable the Advanced Project Clone.

You can clone a single issue multiple times with Deep Clone for Jira, as you can see in this screenshot.
At the moment it is not possible to move the clones in multiple projects while cloning, but we have an item in our backlog to support that in future.
Due to other priorities I cannot estimate when we are able to support this.
Anyone reading along here who needs this feature is welcome to contact our support with a feature request. This helps us prioritize our feature development.
I will also update this comment when cloning single issues into multiple projects is possible.
