I am trying to create 2 boards under 1 project but it seems to cope everything from the first board, which is something i dont want. I want to create a new board with different users and different issues in it. is it possible ?

The Jira Project is the "container" for issues. The board is just a method to visualize and manipulate the issues.
Boards select the issues to display based on a filter. That filter can encompass all the issues in the project, a subset of issues, or issues from multiple projects.
When you elect to create a board you are given three choices for the issues to be displayed in the board:
If you select the option "Board from an existing project" then the board filter will be set up to select all issues from the projects that you specify in the next step.
If you have a method for categorizing your issues (i.e. a Label, a Component, a Team) then you can use that to specify if they should be part of Board A or Board B. Then you create and save a filter for each board to select issues based on that categorization. Then you create a board from each saved filter.
Permissions for being able to work with issues in a project are set for the entire Project based on Project Permissions. The ability to see a board is based on the users with whom you share the board's filter.

All is gathered together using the board filter, which @John Funk referred to. A project can hold multiple boards (just as we humans can have more pairs of glasses, each towards it's own specific usage)
