Can I create sub-tasks from Issues which are in a 'Done' status?

I am designing workflow for a project I am on.

I want to have the actual 'build' phase as a sub-task of Tasks that I will create and see through from development to 'Signed-Off'. Signed-off will be a 'Done' status.

Question is, can I create the sub-task to initiate tracking of the build if a Task is in a Done status or can I only do that when they are 'To Do' or 'In Progress'?

Yes, you can create a subtask even though parent issue is closed/Done
