I hope this isn't a silly question.
But the question as stated in the description is:
Can I make it possible to edit comments on closed issues while I don't want the issue it self to be editable ?
I hope this is clear question.
I've tried using jira.permission.commenteditall.ProjectRole=Users in the state properties...
Sure hope someone can clear this out for me.

This property didn't work for you? I'm not sure if workflow properties override the project's permissions, you may want to check that. I'm really not sure, but I think you'll only be able to restrict more.
On thing you can try is to give this permission project-wide, use properties to deny comment edits in the steps you don't user to edit the comments and grant it to the steps you want them to be able to.

Add properties
jira.permission.commenteditall.projectrole = 10000
jira.permission.edit.group = denied
and remove
jira.issue.edit = false
