Is there a way to reopen a cloud URL? I can no longer log into my cloud url but when I try to make a new account with the same name I get a message that says it's taken.

When was the last time anybody accessed your products?
Have you been you been using free subscriptions or paid subscriptions?
If you established the original product subscriptions what do you find when you login to https://admin.atlassian.com? Does the parent Organization still exist? What is shown on the Billing page?
If you were using free subscriptions and the products had no activity for 120 days then the subscriptions would've been deactivated, with warning emails having first been sent.
