I recently did the Jira server to cloud migration, including XrayI missed some critical steps I should have done before... so Xray data is not good. I didn't change the IssueTypesCan I just delete and repeat the data migration?

Yes. You can reset you cloud then do the migration again. You might want to take a look on this doc:
