Can I search for label entries that are not current and only shown in history?

During covid times we paused some work and "labelled" it accordingly - I created a filter to easily list these and show in dashboards and charts.

Now some of this work is restarting and colleagues are removing the label (I would rather they leave it and add a new descriptive label).

I still want to know ALL the items that were paused (even if they are not now) and I wondered if there was a way to search for "Label=Covid19" that includes looking in history (I can see the recording of the label is maintained in history.
