I'm looking at providing client access to their own JIRA issues within a project so that the client can login and manage their own issues only. We have a client field on the issues to filter by. It looks like the only way to do this is by creating a new project for each client. Is there a better way to do this?

If the client custom field were a group picker custom field and the client users were were properly organized in client specific groups, you could just set the group custom field "client" to the group name corresponding to the client. If you have defined a security level which just includes this group picker custom field "client" an issue can made be accessible only for users contained in the group contained in custom field client. This security level could be named "Client specific". if the security level is not set the issue is available to all clients.

one could also create one security level per client. each security level would just include the client specific group. The reporter could then select the security level when the issue is created. Jira is intelligent enough to offer only the security levels the current user belongs to.
