Additionally, are there any specific features, plugins, or best practices within Jira that would help streamline the idea management process and ensure seamless collaboration across teams?

Jira will be able to benefit you on that task greatly. 
In addition you can look into "Jira Product Discovery" which is an Atlassian Tool integrated in Jira exactly for this use case:
