Can I use Jira to keep track of client notes?

I'm in product management I take a lot of notes when I sit-in on client calls, and at times, I may need to link or create a jira ticket based on those notes. 

 

Is there a Jira offering which will enable me to easily create, organize, and/or track client notes? I care less about the need to automate the creation of a jira ticket, but more about the ability to cleanly create and organize client notes.

I would suggest you use Confluence for this, not Jira.  There is a built-in "Meeting Notes" template in Confluence where you can write and save your notes.  Then if required you can create Jira issues directly from the Confluence page you have created.
