Can a Jira Project Template be migrated from one Jira server instance to another?

My understanding is there is no API for Project Template.

So how do we migrate a project template, is it possible?

Note that I'm not looking for a full dump and restore from one server to another.

have a look at the marketpace - there are a couple of apps that can populate configurations from one to another server.
