Can a Jira dashboard shared with "My Organization" be shared with users with no product access?

We'd like to be able to share a Jira dashboard with only users within our Organization (users with site access).  For security reasons, we can't share things publicly.  But when we share a dashboard with "My Organization", site access users that don't have any product access aren't considered "logged in" and therefore they can't get to the dashboard.  Instead they are directed to Service Desk as that doesn't need a log on.

Is there a way to simulate Public sharing but only within our Organziation?

No. In order to access dashboards you have to be able to login to see it. This requires product access and a license.

We provide other commercial alternative called Dashboard Hub for Jira that allows you to create dashboards to show information from jira, confluence, bitbucket... and you can share them inside your company or to users without access to your jira, here you have an example of some dashboards we are sharing externally:
