we have 4 projects (organized by team) which may all contribute to a particular release or version.  Can I pick issues from each project to include in a version or is a version specific to one project?

As Jack mentioned versions are specific to projects. But if you have Scriptrunner add-on you can use version synchronizer to sync versions between projects.

in Jira projects and versions are 1:1. I believe that the Portfolio product supports 1:N version:project but don't have direct experience.

With our Jira cloud app "Version Sync for Jira" you can also sync existing and future version between projects.
