Hi Anam,

A developer who knows classes that are used by Atlassian products can do this. All those resources are available online. Easier for a Developer to pick it up as they already know for to write code.

Pretty much, although it's useful if they've used Jira and it's well worth getting them to look through the developer documentation first.
