Projects and boards play as a team
Previously, there were global boards that contained work from multiple projects. Those are a thing of the past.
Since boards now have their own location, the sidebar displays options relating to the project that contains the board. Even if your board contains issues from several projects, the sidebar remains project-centric, giving you quick, navigation to the work related to your project and board.

Is this statement true?
If an epic must belong to a board and a board must belong to a project then an epic must belong to a project.
If it is false, how are epics referenced by multiple projects?

An Epic doesn't need to belong to a board, the statement from the documentation is saying that you need to enable the epics panel for a specific board to be able to see the Epics. I can easily set ticket ABC-1 from project ABC to have an Epic of XYZ-2 from project XYZ.
A board doesn't have to belong to a project, you can set it as such for convenience so that you can navigate between boards of a project. You can also set a board as belonging to a user. What the statement is saying is that a board needs to belong to "something".
