No, the user displaying the dashboard must be a valid user and one who consumes a license. We actually created a service account in Jira and use that for displaying dashboards in a public environment on a wall-mounted TV. But it does consume a license.

I have edited our default dash but each gadget has an unknown error occurred.
is that because the filter I have used is not Public viewable?

Yes, the dashboard and the underlying filters used by the dashboard must all be shared. And the user with whom it is being shared must have access to the project issues as well (i.e. Browse Project permission).
