I have JIRA 4.4 Setup with LDAP. Can i provide access to NON LDAP users in addition to LDAP users, where they can havce access to a PUBLIC web site, instead of the intranet VPN ONLY network ?
You can do if you put an Apache proxy in front.
The base url will be an issue, to be on the safe side use http://www.company.jira in base url, so that links don't break while accessing from within intranet.

Yes you can. But you can have only one user with the same username. You can set the directory order preference in your user directories.

This I am not sure what you are talking about.

By PUBLIC and PRIVATE, i mean...
One Jira web site http://company.internal.jira:8080/
One External Facing Web Site http://www.company.jira
This External Website will be available on a PUBLIC IP address and dns name, so its accessable to "general Public" without having to vpn, to the company
