Can i have a custom field be mandatory based on updating the status workflow?

For example, once a developer completes the tasks and submits a ticket for code review, I would like the custom field I've added called Release Notes to become a required field. Is this possible and if so, how?

1. you add a transition screen for code review

2. add release Notes field and

3. select the validation saying that field required .

Thank you! Is there a way I can have the release notes field required on this screen, but it should not be required when placed on other screens?

it won't, since we are adding the validation only to that transition, the filed will be required specific to the transition, thank you.
