Can jira auto notify the assignee on the import of any task from CSV file?

I am importing a task from CSV files. I am providing the details of assignee and watchers. 

But jira is not triggering any email to the assignee or watcher?

I have the smtp setting intact. can you please tell me how to check the notification scheme.

And how can I enable it for all users?

Please check whether your outgoing mail is enabled with right smtp configuration. Also check your notification scheme.

thanks Mahesh. But i think you can not trigger notification on bulk upload.
