Can my company save our Jira instance as a read only system to reference old issues and projects?

We might be moving to a different primary system for task and project tracking but I wanted to be sure that would we would be able to secure a read-only instance so staff can reference past projects, scopes and etc.

@Nicole Williams, try creating a new security scheme and removing the jira-users group (or whatever group you are using for all your users) from every permission except the browse project permission.  Update your projects to use this new scheme. This will in effect lock down the project and create a read-only environment.

Your JIRA instance will continue to work even if your support term end. But It's not a magical application so you have to check the health of your instance time to time to be sure it's up and running. 

Create a new permission scheme and give browse right to JIRA users and leave other permissions empty and than apply this permission scheme to all of the projects. So you will be sure nothing will change after.
