Can not create agile jira board

Has anyone experienced not being able to creating JIRA agile board? My teammates can not create JIRA agile board which was working before. They can copy a board but the administrator field is empty which means they can not modify anything even if they are owners. As a super administrator I can modify to set them as admin of those copied boards, which seems the only way to circumvent this problem. I am not sure if some update deliberately. Anyone can show me some hints on that?

Could you please check if your teammates have the "Create Shared Object" global permission?

Cog Icon > System > Global permissions (left menu)

I checked it. The "users" group is granted with that permission and all my team members are already in that group. It's weird because nobody has changed permission settings but the problem just came up seemingly from nowhere.
