Does project admin of jira cloud has extended administer permission to
1. Edit unshared/ non system workflows?
2. Add status to the proejct workflow
3. Add fields to unshared screen/not default screen
4. Add field context to the customfields?
Basically would like to know all set of actions that project admin is allowed to perform on jira classic projects.

A project administrator is a user with the Administer projects project permission for a particular project.
By default, the 'Administer projects' permission is assigned to the 'administrators' group (via the Administrators role) for projects.
The permission Extended project administration is not available in the cloud instance. Feature Request: JRACLOUD-62881
This permission allows you to grant a higher level of access to project administrators which allows them to edit non shared workflows by adding existing statues to it and some other features.
Unfortunately, all cloud users can do is give a user the Project Role administrators and this will allow them to edit general project settings but not workflows and request types.
Administer Projects
This permission allows people access to your project’s settings.
They can:
edit project components,
edit project versions,
edit some project details – project name, URL, project lead, and project description
This permission doesn’t depend on specific product access to be useful. You may grant this permission to anyone logged in to your Jira site.
