Can project administrators control certain field data?

From Nic's suggestion, we want to use multi-droplist instead of free-form labels since this field gets saturated and is uncontrolled.

Is there a setting for the project admin to modify the drop list content rather than having to ask the Jira Admin to make changes frequently?

In the latest versions of Jira, you have some options for admins to delegate this to project admins.

Project administrators can customize their projects, add and remove users, and perform certain configuration tasks, like adding versions or editing their workflow but they did not have rights to modify the Custom field data.
