Can't delete workflow schema (strange behaviour)

Hi, I'm having a problem in deleting a workflow scheme, scenario: the workflow scheme is not associated with any project (but is still active and not inactive) and is not in draft. The associated workflow in the schema workflow is not in draft. Despite this, I cannot delete the schema workflow because it is active and consequently the workflow.

@Federico Spagocci Can you navigate to settings -> issues -> workflow schemes and check if the workflow scheme is showing up under inactive dropdown?

Same issue here, it stays under Active and doesn't pass to Inactive.
